For instance, the Environmental Protection Agency went unpunished in 2015 despite dumping toxic waste into a river.

 

This system also adds barriers to job entry, reminiscent of the medieval guild system that restricted trades. Licenses, now required by about 30% of workers, limit innovation and prevent entry into certain professions without extensive and costly training.
